The Federal Government is required to explain how it will implement its programs to benefit foreigners, as well as establish actions to support deported and returning Mexicans in terms of health, social security and employment promotion. The foregoing, because it is not understandable to try to benefit people of another nationality before giving due attention to Mexicans residing abroad.
